I mean, cell phones can be located (that's how we found a runanway teenager when I was a police dispatcher) I gave my Dad a TomTom 2 weeks ago and it was taken from his car in front of his home in a gated community. The GPS satellites don't pinpoint your location, rather the GPS device in your hand determines its location based on the signals of the satellites. There is no way to track a portable GPS device (TomTom, Destinator, Navman etc) unless it has a tracking system built in as well such as OnStar.
