Won the lottery?

A local drug addict criminal won a $10k lottery scratcher. Not having an ID, he had an addict friend who did have an ID go into the lottery office to cash it. It seems the addict friend was a deadbeat dad and the lottery office put the money toward his back child support, and gave him no money. Upon hearing the news, the addicts began to fight in the parking lot. Both were arrested.
